Job Description:

At Action Against Hunger, we are actively seeking a dedicated WASH Programme Manager to join our team. In this crucial role, you will play a pivotal part in identifying and executing high-quality, pertinent, and cutting-edge Water, Sanitation, and Hygiene (WASH) initiatives in alignment with our strategy, ACF's mission, international benchmarks, and national regulations.

Key Responsibilities:

  • Facilitating Cross-Sectoral Integration: Foster collaboration between the WASH sector and other sectors in partnership with the Project Coordinator, promoting synergy in project efforts.
  • Emergency Preparedness and Response: As required, contribute to the development of the WASH/NFI/Shelter components within the Emergency Preparedness and Response Plan (EPRP) specific to the intervention area.
  • Addressing Cross-Cutting Challenges: Ensure that WASH responses encompass diverse cross-cutting challenges, including but not limited to protection, COVID-19, gender, disaster risk management, environmental considerations, and disability inclusion.
  • Assessing Humanitarian WASH Needs: Identify and promptly report on humanitarian WASH needs within the operational area, providing essential data for responsive actions.
  • Implementing Program Activities: Execute WASH programs in alignment with the intervention's logical framework, budget, and adherence to ACF's logistical and administrative protocols, maintaining high program quality according to ACF's technical and project management standards.
  • Timely Reporting: Compile and submit timely WASH sections for both external and internal reports related to projects, as requested by the Head of Grants.
  • Ensuring Safety: Identify and implement safety measures for both team members and the beneficiary populations, focusing on distribution and community work sites.
  • Water Quality Testing: Manage and operate the water quality testing lab, ensuring accurate and reliable water quality assessments.
  • Coordination Leadership: Take a lead role in coordinating WASH activities within the Nganzai Local Government Area (LGA) and actively contribute to coordination efforts across other LGAs.
  • Inter-Sector Collaboration: Coordinate activities with various ACF sectors and departments to optimize resource utilization and foster seamless integration.
  • Donor Engagement: Participate in donor visits upon request from the Country Director or Field Coordinator, providing insights into WASH projects and progress.
  • Stakeholder Relations: Represent ACF and nurture relationships with partners, governmental authorities, UN agencies, and fellow NGOs within the sector in close collaboration with the Field Coordinator. Also, play a role in the partner selection process, formalization, and capacity building, engaging with local NGOs, international NGOs, national authorities, and private sector entities.
  • Capacity Building: Develop the capacity of WASH implementing partners and stakeholders, fostering their growth and effectiveness.
  • Team Management: Oversee the team's performance, including animation, follow-up, and motivation, in line with HR policies.
  • Performance Evaluation: Conduct team performance evaluations, adhering to HR policies and procedures.
  • Training Plan Development: Formulate a comprehensive training plan for the team's development and enhancement.

Position Requirements:

  • Educational Qualification: A minimum of a Bachelor's degree in Engineering or a related field within Public Health, specializing in Water, Sanitation, and Hygiene.
  • Humanitarian Knowledge: Proficiency in humanitarian principles, Sphere, HAP standards, and other relevant international humanitarian WASH guidelines.
  • Professional Experience: A minimum of four years of professional experience in an international NGO setting, demonstrating a strong grasp of WASH issues within crisis contexts.
  • Adaptability: Exceptional anticipation and planning skills, particularly in dynamic and evolving work environments.
  • Problem-solving: Proven ability to identify and resolve challenges, with a commitment to enforcing established procedures.
  • Cultural Competence: Previous experience working effectively in diverse cultural environments, interacting with a wide range of cultures.
  • Collaboration: Track record of actively participating in and contributing to meetings with government bodies and other relevant agencies.
  • Communication Skills: Strong verbal and written communication skills, with a preference for diplomatic aptitude.
  • Self-motivation: Capable of working autonomously with a keen eye for detail and a commitment to the task at hand.
  • Field Readiness: Willingness and capability to travel to field locations for program monitoring and providing support when required.
