Background

The purpose of the USAID Global Health Supply Chain Program – Procurement and Supply Management single award IDIQ contract is to  ensure continued inventories of health goods to help suffering, save lives, and produce a brighter future for families around the world. 

The IDIQ has four task orders that directly support the U.S. President’s Exigency Plan for AIDS Relief( PEPFAR), the President’s Malaria Initiative( PMI), and USAID’s family planning and reproductive health program. 

GHSC- PSM provides health commodity procurement services and systems strengthening specialized backing that addresses all rudiments of a comprehensive force chain. All four task orders are enforced in Nigeria.

Duties and Responsibilities

  • Maintain a work plan for PSM design for Public Health Goods Logistics system strengthening conditioning in collaboration with staff and mates. 
  • give support in coordinating specialized backing to State Ministries of Health and stakeholders within the state for the perpetration and operation of the Logistics Management System for HIV, Family Planning, malaria, and TB programs to ensure continued commodity vacuity in supported health installations. 
  • Examiner and give probative supervision to the state position brigades as applicable. 
  • Coordinate feedback to health installations and support performance enhancement strategies relating to commodity operation challenges through routine monitoring and probative visits. 
  • unite with other PSM staff in the adjustment of  sweat for the logistics systems in the health sector to establish a harmonized commodity logistics system including a logistics  operation information system( LMIS) for use in managing  each different commodity groups 
  • Work  nearly with the  director on managing  connections and maintaining routine dispatches with stakeholders 
  • Help write daily and periodic reports for submission to program funders 
  • Contribute to  relating stylish practices and success stories for PSM’s periodic logistics bulletin 
  • Share in periodic  public/ state quantification and procurement planning of PH goods, in collaboration with all program stakeholders and  mates 
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy  primer 
  • Support achievement of the overall design pretensions as needed to ensure design performance. 
  • Any other duties as assigned.

Facility Level Reporting, Replenishment, and entering 

  • Ensure  patron-carried health goods “ stock on- -hand” in health  installations continuously fall within the minimum/ maximum range established for each product by supporting the LMCU to 
  • Collate distribution plans, last delivery( LMD) orders, truck schedules, etc. to support last delivery( LMD) 
  • Support assessment conditioning( EUV,  storehouse  installations,  force chain, LIAT, LSAT, etc.) 
  • Support LMIS report collection and LMD conditioning at the state  position 
  • Support the  part out and  perpetration of ane-LMIS system( NAVISION) at the state 
  • grease the reporting of stock status for programs the  design support in the state 
  • ensure effective monitoring of last distribution conditioning in the state and  instantly report frequentness  expiring from the LMD for resolution

Coordination and Governance:

  • Support performance monitoring across all programs in your state. Collate feedback using  exertion performance monitoring to associates in the state 
  • Collate and organize budgets for PSM Project work plan conditioning at the  countries for  blessing and  perpetration 
  • Draft summary yearly state  position  exertion reports for the state 
  • Oversee the collation and transmission of  exertion budgets for the state 
  • share in routine meetings of procurement and  force  operation collaboration working groups and  panels for PH goods 
  • share in state and  public  position meetings as  needed

Qualifications

  • A First Degree in Public Health, Pharmacy, Logistics, or Business Administration. 
  • Advanced Degree will be an added advantage 
  • 4 to 7 times of professional experience in health programs for the Logistics Advisor position,  rather than in healthcare  force chain  operation 
  • Proven experience in managing public health programs or  systems in Nigeria or  analogous developing country  environment 
  • expansive knowledge of the Nigerian public health sector. 
  • Strong  logical and problem-working chops 
  • Excellent specialized jotting and oral  donation chops  largely asked  
  • A proven capability to work as part of a  platoon and to be  tone-managing 
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint 
  • Capability and  amenability to travel in the field 

Supervision: 

The Logistics counsel will report directly to the Director of Program Operations or his/ her nominee. 

Working Conditions Duration of Assignment: 

This is a long-term position for the life of the contract.
