USAID State2State – Financial Instruction Consultant (STTA) At DAI Global

 


Consultancy Objectives

The primary goal of this consultancy is to collaborate with relevant Public Financial Management (PFM) institutions in various states to conduct a comprehensive review of the existing Financial Instructions/Regulations. This review will involve updating these instructions to align with the latest regulatory changes in PFM at the state level.

 

Role and Deliverables

The Consultant is expected to execute the following tasks and produce deliverables that meet State2State's technical standards. This includes conducting reviews, providing feedback, and ensuring timely responses:

  • Location: Adamawa, Akwa Ibom, Bauchi, Ebonyi, Gombe, and Sokoto States (both virtual and in-person)

Activities:

  • Conduct an onboarding meeting with the State2State team to establish a workplan with agreed-upon delivery dates for outputs.
  • Thoroughly review the existing PFM Laws, Financial Regulations/Instructions (FIs), and other relevant documents.
  • Update the Financial Instructions (FIs).
  • Review the updated FIs and provide feedback.
  • Create PowerPoint presentation materials for the FI workshop.
  • Review the presentation materials for the workshop and offer comments.
  • Conduct the FIs Workshop.
  • Prepare an Activity Report.
  • Review reports and provide comments.

 

Consultant Profile:

  • Hold a minimum of a Master's degree in Accounting, Finance, Economics, Public Administration, or a related field.
  • Possess a minimum of 10 years of experience in Public Finance Management, Public Policy design, or Public Finance consultancy.
  • Demonstrate report-writing capabilities and skills.
  • Have experience working with state government counterparts and a deep understanding of sub-national budget execution and control issues related to Public Financial Management and public policy.
  • Preferred experience working with government officials or in government offices.
  • Prior involvement with USAID or other donor-funded projects focused on governance, government system strengthening, public finance management, Education, Health, or WASH is advantageous.
  • Show awareness of gender, ethnic, religious, cultural, and political issues.
  • Exhibit excellent written and oral communication skills with fluency in English.
  • Membership in professional bodies such as ICAN, CITN, NIPSS, NIM, etc., is a plus.
  • Demonstrated effectiveness in training, capacity building, coaching, networking, interpersonal relations, creative problem-solving, conflict resolution, and ethical management.
  • Strong skills in reporting, monitoring, and evaluation.
  • Proficiency in word processing, spreadsheet, and presentation software (Microsoft Office).
