Job Title: Junior Non-Key Expert – Support to Monitoring and Evaluation

Project Description:

The primary goal of implementing EU SDGN II is to nurture a functional, diverse, inclusive, participatory, and representative democracy in Nigeria. The program is organized around six distinct components, each managed by various partners under the direct supervision of the European Union Delegation.

 

DAI takes the lead in executing Component 1, which centers on improving the quality of electoral administration in Nigeria, with a particular focus on INEC (Implementing partners: DAI, IDEA, YIAGA Africa). Furthermore, DAI has been entrusted by the EUD to coordinate the monitoring and evaluation function across all six program components. This entails ensuring that the results delivered by program implementing partners are systematically collected, verified, and reported based on robust Monitoring and Evaluation (M&E) frameworks, tools, and methodologies. This responsibility involves supporting implementing partners in developing and implementing purpose-fit M&E systems, enhancing the M&E capabilities of designated implementing partner staff, reviewing performance reports, validating reported achievements/results, synthesizing M&E reports, and maintaining readiness for external program mid-term reviews and final evaluations.

 

A Monitoring and Evaluation Expert (KE4), engaged by DAI, provides technical leadership throughout these processes, working closely with designated M&E and other program officers from EU SDGN implementing partners, all under the overall direction of the EUD Programme Manager. These Terms of Reference (ToR) are designed to assist the Monitoring and Evaluation Expert (KE4) in enhancing capacity-building, coordination, and oversight of M&E processes across all program components.

 

DAI is currently seeking to hire a Junior Non-Key Expert – Support to Monitoring and Evaluation.

Tasks:

Under the overall guidance of the Team Leader, the Junior Non-Key Expert – M&E will collaborate with the Monitoring and Evaluation Expert (KE4) to strengthen capacity-building, coordination, and oversight of monitoring, evaluation, and learning processes across all EU SDGN II components. Specifically, the Junior Non-Key Expert – M&E will be responsible for:

a) Developing/updating methodologies, data collection instruments, and analytical procedures for monitoring and evaluation of EU SDGN II projects.

b) Conducting M&E capacity needs assessments among EU SDGN II implementing partners and providing periodic training, mentoring, or coaching to address identified gaps.

c) Actively participating in and quality-assuring the regular collection of data to monitor progress towards EU SDGN results at the partner, component, and program levels.

d) Designing and implementing targeted surveys and studies to assess and collect evidence of the impact of EU SDGN project interventions.

e) Analyzing survey data and preparing survey reports in accordance with agreed templates and timeframes.

f) Maintaining and managing platforms for integrated data storage, retrieval, and viewing for EU SDGN.

g) Promoting and moderating the EU SDGN online Community of Practice (CoP) for M&E Officers.

h) Any other duties assigned by KE4 or the EUD that contribute to improving monitoring and evaluation within EU SDGN.

 

Expertise Required:

The Junior Non-Key Expert - M&E should possess at least a graduate qualification in Social Sciences, Political Science, or a related field, along with a minimum of 5 years of experience in monitoring and evaluation within civil society organizations or government projects in Nigeria.

 

The following skills/experience are advantageous and will give candidates a competitive edge:

  • Conducting staff/organizational capacity needs assessments and providing training, mentoring, or coaching in CSO or government settings.
  • Survey design expertise, including both qualitative and quantitative methods, survey data analysis, and report writing.
  • Conducting Data Quality Assessments (DQAs).
  • Proficiency in technical report writing, briefing papers, working papers, etc.
  • Strong verbal communication skills.
  • Experience with technology-aided monitoring and evaluation, including database development and management, and the moderation of online Communities-of-Practice, will be a significant advantage.

 

Location and Support:

The Junior Non-Key Expert – M&E will be provided with office facilities in Abuja, Nigeria, and any necessary assistance required to fulfill the responsibilities outlined in these ToRs. The expert should be prepared to engage in project activities across all states of the Federal Republic of Nigeria and the Federal Capital Territory, as needed and guided by security advisories. This may involve travel within and outside Abuja.

 

  • Start/End Date: September 2023 - August 2024 (subject to approval by Contracting Authority - EUD)
  • Inputs: Up to 120 working days (approximately 10 man-days per month)
  • Location and Travel Arrangements: The assignment's location is Abuja, Nigeria. Occasional domestic travel within Nigeria may be required (consulted by Project Director for DAI Belgium and Team Leader - KE1, and subject to EUD approval).
