Position Objectives:
The primary aim of this consultancy is to enhance
the capabilities of key officials within the State Board of Internal Revenue in
the areas of Tax Audit and Investigation. The Short-Term Technical Assistance
(STTA) Consultant will play a crucial role in supporting PFM (Public Financial
Management) Specialists in facilitating training sessions on Tax Audit and
Investigation for relevant government personnel in partner states participating
in the State2State program.

Responsibilities and Deliverables:
The Consultant will undertake the following activities and deliverables, all of which must meet State2State's technical standards and be accompanied by a review process with timely feedback from the Consultant:
- Conduct an onboarding meeting with the State2State team to review and mutually agree upon the work plan, including established deadlines for deliverable completion.
- Develop comprehensive training materials.
- Review and update training materials as necessary to ensure relevance and accuracy.
- Provide training sessions that equip participants with the essential skills required for Tax Audit and Investigation, including a deep understanding of the process and the ability to conduct analytical assessments and generate insightful reports.
- Prepare and review an Activity Report detailing the activities undertaken and their outcomes.
Minimum Requirements:
To be considered for this position, candidates
should meet the following minimum qualifications:
- Hold a master's degree in fields such as accounting, taxation, finance, economics, or public administration.
- Possess a minimum of 10 years of professional experience in Tax Audit and Investigation, Public Financial Management, or as a Public Finance consultant.
- Demonstrate strong oral and written communication skills, including a track record of proficient report writing.
- Ideally, have prior experience in the Development Sector.
- Exhibit advanced ICT proficiency, particularly in the use of software such as PowerPoint and Microsoft Word.
- Be an effective team player with excellent organizational skills, including planning, coordination, and time management.
- Membership in a taxation or accounting professional body (e.g., ACCA, ICAN) is desirable.
- At least 10 years of prior work experience as a Tax Audit Expert is required.
