Malaria Consortium Nigeria is dedicated to addressing the prevalent issue of malaria cases and fatalities within the nation. Through collaborative efforts with the Ministry of Health and various partners, we assume leadership roles and provide substantial backing for three pivotal malaria control projects in Nigeria: Support to the National Malaria Control Programme (SuNMaP), NetWorks, and MAPS. Job Objective

This role involves collaborating with the country office team and PMC Senior Project Manager to efficiently oversee project activities and resources. It entails providing leadership and guidance to the state project team and maintaining strong collaborative relationships with key stakeholders at both the national and state levels.

 

Key Collaborations

The State Project Manager will collaborate closely with the state team and stakeholders within the state, particularly the State Ministry of Health, State Primary Health Care Development Agency, NAFDAC state representatives, and LGA Departments of Health/PHC. Their primary focus is on managing the rollout and execution of the PMC Effect Project. This entails monitoring the activities of project partners at the state level and ensuring adherence to approved terms of reference. The State Project Manager will work in tandem with the country office project technical and management staff (including the Research Specialist, M&E Specialist, and Senior Project Manager) to translate plans into action at the state level. It is essential to maintain coherence, alignment, and effective coordination with relevant stakeholders. Reporting responsibilities lie with the Senior Project Manager.

 

Scope of Responsibilities

The State Project Manager's role encompasses providing support for program activities at the state level, ensuring the timely completion of workplans, and achieving set targets and objectives. This involves liaising with the SPM to offer technical and managerial oversight for the state project team and ensuring that activities align with the approved budget and value-for-money principles.

 

Key Responsibilities
Project Management (60%)

  • Collaborate with the project team and relevant personnel in the country office to lead activities for a seamless project start-up in accordance with the donor-approved project workplan.
  • Prepare all necessary project start-up and planning tools in a timely manner, in coordination with relevant personnel.
  • Oversee performance management for the PMC Effect project team in the state.
  • Coordinate overall project implementation in the state, ensuring activities are completed on time and within budget.
  • Regularly communicate and provide comprehensive updates and reports to the SPM.
  • Collaborate with other Roll Back Malaria partners and child health program implementers for successful project implementation.
  • Develop and implement annual work plans with the project team.
  • Work closely with the SPM to prepare the program's monitoring and evaluation plan, then implement it.
  • Manage state project budgets and reporting.
  • Prepare quarterly financial reports with the project Finance Associate and SPM.
  • Develop and implement an exit strategy in collaboration with relevant personnel for smooth project closure.
  • Coordinate with other donors and implementers to ensure the complementary implementation of the PMC Effect project.
  • Develop and implement a communication strategy for the project in collaboration with the Senior Country Technical Coordinator, SPM, and external relations team.
  • Document project activities through activity-specific reports and ensure proper archiving for accessibility.
  • Contribute to periodic coordination meetings with progress updates and presentations.
  • Identify and document lessons quarterly, facilitating dissemination in partnership with the M&E and Research Specialists.
  • Foster functional partner relationships among the project's stakeholders and local partners.
  • Oversee project partners' inputs and subcontractors' activities to ensure harmonized and effective outputs.
  • Manage risks to Malaria Consortium, including financial, reputation, and security, in a challenging environment.
  • Work with the project M&E Specialist and Country Public Health Specialist to ensure the collection, analysis, and dissemination of high-quality project data to stakeholders and donors.


Technical Performance Management and Quality Assurance (30%)

  • Collaborate with project teams, SPM, and the Senior Country Technical Coordinator to determine technical support needs for effective and high-quality project implementation.
  • Contribute to the development and production of dissemination documents to share Malaria Consortium's experiences, lessons, and successes widely.
  • Oversee monitoring and evaluation of project performance against the workplan.
  • Stay updated on evidence and best practices related to the project.

 

Representation (10%)

  • Represent Malaria Consortium in state-level meetings related to the project and keep key stakeholders informed about project implementation.
  • Participate in national-level meetings and workshops with support from the SPM.
  • Maintain regular communication with the SPM, keeping the relevant Country Team informed.

 

Person Specification
Qualifications and Experience:

 

Essential

  • A postgraduate or Master's degree in Public Health, Health Policy, Epidemiology, or a related specialty.
  • Extensive experience working at national or state levels in developing countries on donor-funded projects.
  • Proficiency in project planning, management, and monitoring and evaluation.
  • Proven track record in project budget management.
  • Strong leadership skills and team management experience.
  • Advocacy and policy influence experience.
  • Excellent written and spoken English.

 

Desirable

 

  • Experience in malaria program implementation.
  • Experience leading a project at the state level.
  • Advanced knowledge of Microsoft Office.
